He thinks that the connections between the national cultural institution as well as the support Serbia gives to the Slovakian ethnic community are equally important. According to him, the program comprises of all the segments of culture and he expects that the cultural institutions of the two countries will realize it successfully.
SERBS IN BIH FEDERATIONS DO NOT HAVE EQUAL RIGHTS
BELGRADE, Feb 27 (Tanjug) - The Serbian people living in the Federation of BIH do not have an equal status with the other two entities, Croatian and Bosniak, although in the legal sense they enjoy constitutiveness in both entities in BIH, it was concluded in an analysis carried out by the Serbian Ministry for Diaspora. It is also underscored in the analysis that the return of refugees and displaced Serbs in BIH, as well as the restoration of their property and other rights are a particular problem. It will also have a negative effect on their other rights, such as the right to work or the right to culture and education. The Ministry's priority will be the return of the exiled into their homes, through a consistent respect of the civic rights and freedoms. This will be a clear indicator that Serbia wants stability in the region and flexibility in the relations with the neighboring countries and in the inter-state cooperation, it is underscored in the conclusions. The Ministry pointed out that it will urge for preservation of the population in regions populated by Serbs which were subject to prosecution, economic decay and exile, to become the aim of the state policy for the Serbs in the region.

The Serbian side has named its member of the mixed commission, Assistant to Foreign Minister Zdravko Ponos, and I am convinced that the negotiations will soon start," Djelic told representatives of the Serbian media in the hall of the Hungarian Academy of Sciences. According to him, the Danube strategy will make possible that the area at the border between Serbia, Hungary and Croatia, near Bezdan, Baje and Kopacki Rit be proclaimed a natural reserve, as well as that negotiations with Romania about a further energetic exploitation of the Danube be continued. At a Friday plenary session of the Danube conference, Djelic reiterated that Serbia will actively take part in drafting of the Danube strategy, convinced that this represents a great opportunity for the development of the whole country. He said that a European institute for technological development will be opened in Budapest in April, making Hungary somewhat of a centre for that field. Some 18,000 scientists work in the private sector in Hungary, mostly in multinational companies like Ericsson and Nokia. "We are far behind our neighbours in the north regarding that, but we will try to catch up with a series of new measures," Djelic remarked. Serbia will sign a EUR 200 million credit agreement with the European Investment Bank next Thursday, which concerns the construction of scientific and technological infrastructure in Serbia, said Djelic.

"I am going to Belgrade to tell the citizens of Serbia that we are, and will be, with them on their country's path to the EU. We have been and will be active within the EU in order to speed up Serbia's accession," Kouchner said. He also evaluated that Serbia's is making big efforts on its path to the EU. After the visa regime liberalization and the going into effect of the Provisional Agreement, progress should now be made towards gaining the status of a candidate state and starting negotiations for the country's membership, said Kouchner. DROUTSAS: SERBIA MAY BE ACCEPTED IN EU BY 2014
BELGRADE, Feb 27 (Tanjug) - Brussels should soon support lifting of the freeze of the SAA and Serbia's candidacy for the EU membership, Greek Alternate Foreign Minister Dimitris Droutsas has evaluated. "In regards to the recent submission of Serbia's application for the EU membership, our stand is clear - it should be discussed as soon as possible in a fair and essential way, just like in the case of other West Balkan countries. Serbia belongs in the European family and the sooner it gets the place it deserves the better it will be for the country and Europe as a whole," Droutsas said in for daily Danas. Droutsas said that the Agenda 2014 - the initiative of Athens to have the Western Balkan countries become members of the EU by the year 2014 - is too ambitious but also plausible. "Our essential goal is double: first, to renew the Union's interest in the region and second, to have the target date, 2014, serve as an incentive for the region countries to intensify their aspirations towards the EU.A final result, of course, continues to depend on the concerned sides. However, it is equally important to make the EU's will visible," underscored Droutsas.
SERBIA – ECONOMY
CVETKOVIC ANNOUNCES NEW ECONOMY STIMULATION MEASURES
BELGRADE, Feb 28 (Tanjug) - Prime Minister Mirko Cvetkovic has announced that thanks to the new measures drawn up by the government and the central bank about EUR 1.3 billion would soon be available to the Serbian economy through favorable credits. This is a new set of monetary measures aimed at stimulating business activities this year, Cvetkovic said for Vecernje Novosti. This incentive is necessary due to the drop of demand of the domestic goods and services, said he. Cvetkovic also said that the state should support its national currency, evaluating that citizens would have more trust in the domestic currency when the inflation rate drops from the present six percent to two percent. "The decrease in the value of the dinar is felt most by citizens who are indebted in euros and are getting paid in dinars, and thus their purchasing power is dropping," he said. Cvetkovic underscored that the "cost of pensions will amount to about to about 10% of the GDP in the next several years, as it was agreed with the IMF." The agreement with the IMF mission about whether the pension growth will be harmonized with the growth of wages in the public sector had been postponed for May, because "it has still to be clearly defined whether the public sector includes also the state-owned companies or only the administration, education and health," said Cvetkovic. The prime minister said that the government has chosen to harmonize pensions with the growth of wages in the public sector over the next 18 months, stating that this period is enough time to take care of the consequences of "the two-year period of frozen pensions."

STATE SECRETARY EXPECTS NEW MEASURES IN MID MARCH
BELGRADE, March 1 (Tanjug) - In the first half of March, the Serbian government and the National Bank of Serbia (NBS) should agree on new measures aimed at the Serbian economy and citizens, State Secretary with the Finance Ministry Slobodan Ilic said. "The government is focused on how to invest the loans, which will serve as a stimulant to both the economy and the citizens, in dinars instead of Euros," Ilic told reporters at NBS. He said that a complete package, not limited to the government measures, is currently being discussed with NBS. Ilic said that if it is decided to focus only on investments in dinars, corrections will be needed to the already adopted government package of measures for 2010. Whether the proposal will be adopted depends not only on the state and NBS, but also on other business banks, Ilic explained.
JAEGER: FINANCIAL TENSIONS IN SERBIA EASED UP
VIENNA, Feb 26 (Tanjug) - Head of the IMF mission to Serbia Albert Jaeger said that the financial tensions in Serbia have eased up compared to March 2009, and that it is the reason why there is a general consensus that the time has come for bank exposure requirements to be reduced. Before the meeting between representatives from the IMF, National Bank of Serbia and foreign banks that have signed the Vienna Agreement, Jaeger told the Ekonomist that the foreign banks operating in Serbia agreed a year ago not to reduce their credit exposure in Serbia, which was at a time when the financial crisis tensions and risks were fairly high. The banks based outside Serbia agreed at the time to sustain the level of their exposure in Serbia, as well as to keep their Serbian offices liquid and well capitalized, said Jaeger, adding that the banks have apparently kept their promises for the most part.
